On Thursday, October 8, 2009, Arnold Schwarzenegger strong armed the California State Legislators to agree to a package to ‘fix’ the state’s aging water system, by threatening to veto over 700 bills on his desk. He has since backed down and called a Special Legislative Session.

The parties who will determine the water package are the “Big 5″, which includes Arnold, Karen Bass (D), Derrell Steinberg (D), Sam Blakeslee (R),and Dennis Hollingsworth (R). At this time negotiations are secret and it is unclear whether the Peripheral Canal (with an estimated cost of $8 to $ 14 billion dollars) will be included.
Could this be Agenda 21 Sustainable Development on steroids, regarding the potential financial fiasco and new regulatory committees that will cause California to go on dialysis?

Agenda 21 Sustainable Development is happening in your community, too. Ask any builder whether it is more difficult now to get permits than it was prior to 1992. Ask any local realtor about zoning and land use changes in rural areas. Find out if your major water sources are privatized or owned by the federal government.

No one is demanding accountablility for the federal government’s ‘ownership’ of 48% of California’s usable water; instead, the focus is on collecting more water as opposed to efficiently using what is available.

The Peripheral Canal would siphon water from the Sacramento River and would circumvent the Delta. It appears that the biggest complaint in the Delta is pollution, however, it seems that urban pesticide runoff,agricultural pesticide and artificial fertilizer runoff and up to one billion gallons of partially treated sewage is not being addressed.

Arnold is pushing to have the agreement hammered out within one week. If the Legislators can come to an agreement, the proposed package will then hearings in both state houses, committees and a final vote that will require a 2/3 majority vote.
The voters of California will then be presented with a choice on funding the bonds for the new facilities and/or improvements.

The green war against San Joaquin Valley farmers.

California has a new endangered species on its hands in the San Joaquin Valley—farmers. Thanks to environmental regulations designed to protect the likes of the three-inch long delta smelt, one of America's premier agricultural regions is suffering in a drought made worse by federal regulations.

The state's water emergency is unfolding thanks to the latest mishandling of the Endangered Species Act. Last December, the U.S. Fish and Wildlife Service issued what is known as a "biological opinion" imposing water reductions on the San Joaquin Valley and environs to safeguard the federally protected hypomesus transpacificus, a.k.a., the delta smelt. As a result, tens of billions of gallons of water from mountains east and north of Sacramento have been channelled away from farmers and into the ocean, leaving hundreds of thousands of acres of arable land fallow or scorched.

For this, Californians can thank the usual environmental suspects, er, lawyers. Last year's government ruling was the result of a 2006 lawsuit filed by the Natural Resources Defense Council and other outfits objecting to increased water pumping in the smelt vicinity. In June, things got even dustier when the National Marine Fisheries Service concluded that local salmon and steelhead also needed to be defended from the valley's water pumps. Those additional restrictions will begin to effect pumping operations next year.

The result has already been devastating for the state's farm economy. In the inland areas affected by the court-ordered water restrictions, the jobless rate has hit 14.3%, with some farming towns like Mendota seeing unemployment numbers near 40%. Statewide, the rate reached 11.6% in July, higher than it has been in 30 years. In August, 50 mayors from the San Joaquin Valley signed a letter asking President Obama to observe the impact of the draconian water rules firsthand.

Governor Arnold Schwarzenegger has said that he "doesn't have the authority to turn on the pumps" that would supply the delta with water, or "otherwise, they would be on." He did, however, have the ability to request intervention from the Department of Interior. Under a provision added to the Endangered Species Act in 1978 after the snail darter fiasco, a panel of seven cabinet officials known as a "God Squad" is able to intercede in economic emergencies, such as the one now parching California farmers. Despite a petition with more than 12,000 signers, Mr. Schwarzenegger has refused that remedy.

The issue now turns to the Obama Administration and the courts, though the farmers have so far found scant hope for relief from the White House. In June, the Administration denied the governor's request to designate California a federal disaster area as a result of the drought conditions, which U.S. Drought Monitor currently lists as a "severe drought" in 43% of the state. Doing so would force the Administration to acknowledge awkward questions about the role its own environmental policies have played in scorching the Earth.

As the crisis has deepened, the political stakes have risen as well. In late August, Agriculture Secretary Tom Vilsack came to the devastated valley to meet with farmers and community leaders. Democratic Senator Dianne Feinstein has pledged to press the issue with Interior Secretary Ken Salazar. "There are 30 lawsuits on the biological opinions and two separate opinions, one for the smelt and one for the salmon," Ms. Feinstein said, "The rules need to be reconsidered."

The Pacific Legal Foundation has filed a lawsuit on behalf of three farmers in the valley, calling the federal regulations "immoral and unconstitutional." Because the delta smelt is only found in California, the Foundation says, it does not fall under the regulatory powers provided by the Constitution's Commerce Clause. On a statutory basis, the Fish and Wildlife Service also neglected to appropriately consider the economic devastation the pumping restrictions would bring.

Things in California may have to get so bad that they endanger Democratic Congressional incumbents before Washington wakes up, but it doesn't have to be that way. Mr. Salazar has said that convening the God Squad would be "admitting failure" in the effort to save the smelt under the Endangered Species Act. Maybe so, but the livelihoods of tens of thousands of humans are also at stake. If the Obama Administration wants to help, it can take up Governor Schwarzenegger's request that it revisit the two biological opinions that are hanging farmers and farm workers out to dry.

Fresno Mayor issues R.O. for reporting crime!

Following an "unsolved" murder and suspected homicides of my family and neighbors, the City of Fresno, CA paid their risk analyst to lie / set up remaining property owners to be eliminated so the city's water system could be secretly replaced without leaving witnesses or complaints.

More death. Burglary. Fraudulent and forged legal documents. Fraudulent life insurance policy (appointing the ringleader, Swieso, "beneficiary.) Properties rebuilt on top of new water system. Parcel maps altered in escrow to reflect new property lines. Re-sold by more fraud with fraudulent information on deeds.

My survival was not expected or wanted. Therefore, pleas for help from the Mayor resulted in having a Restraining Order issued against me. Not only calling me a "liar" but turning the tables and deeming ME a "danger" to the City of Fresno! Death threats followed.

The R.O. prohibits me from contacting anyone at the City of Fresno other than Kerry Trost, Sr Risk Analyst who committed perjury to keep all of this covered up. I am not even allowed to report the initial risk analyst as a "danger to the public."

Food Is Power and the Powerful Are Poisoning Us

Our most potent political weapon is food. If we take back our agriculture, if we buy and raise produce locally, we can begin to break the grip of corporations that control a food system as fragile, unsafe and destined for collapse as our financial system. If we continue to allow corporations to determine what we eat, as well as how food is harvested and distributed, then we will become captive to rising prices and shortages and increasingly dependent on cheap, mass-produced food filled with sugar and fat. Food, along with energy, will be the most pressing issue of our age. And if we do not build alternative food networks soon, the social and political ramifications of shortages and hunger will be devastating.

The effects of climate change, especially with widespread droughts in Australia, Africa, California and the Midwest, coupled with the rising cost of fossil fuels, have already blighted the environments of millions. The poor can often no longer afford a balanced diet. Global food prices increased an average of 43 percent since 2007, according to the International Monetary Fund. These increases have been horrific for the approximately 1 billion people—one-sixth of the world’s population—who subsist on less than $1 per day. And 162 million of these people survive on less than 50 cents per day. The global poor spend as much as 60 percent of their income on food, according to the International Food Policy Research Institute.

There have been food riots in many parts of the world, including Austria, Hungary, Mexico, Namibia, Zimbabwe, Morocco, Yemen, Mauritania, Senegal and Uzbekistan. Russia and Pakistan have introduced food rationing. Pakistani troops guard imported wheat. India has banned the export of rice, except for high-end basmati. And the shortages and price increases are being felt in the industrialized world as we continue to shed hundreds of thousands of jobs and food prices climb. There are 33.2 million Americans, or one in nine, who depend on food stamps. And in 20 states as many as one in eight are on the food stamp program, according to the Food Research Center. The average monthly benefit was $113.87 per person, leaving many, even with government assistance, without adequate food. The USDA says 36.2 million Americans, or 11 percent of households, struggle to get enough food, and one-third of them have to sometimes skip or cut back on meals. Congress allocated some $54 billion for food stamps this fiscal year, up from $39 billion last year. In the new fiscal year beginning Oct. 1, costs will be $60 billion, according to estimates.

Food shortages have been tinder for social upheaval throughout history. But this time around, because we have lost the skills to feed and clothe ourselves, it will be much harder for most of us to become self-sustaining. The large agro-businesses have largely wiped out small farmers. They have poisoned our soil with pesticides and contaminated animals in filthy and overcrowded stockyards with high doses of antibiotics and steroids. They have pumped nutrients and phosphorus into water systems, causing algae bloom and fish die-off in our rivers and streams. Crop yields, under the onslaught of changing weather patterns and chemical pollution, are declining in the Northeast, where a blight has nearly wiped out the tomato crop. The draconian Food Modernization Safety Act, another gift from our governing elite to corporations, means small farms will only continue to dwindle in number. Sites such as La Via Campesina do a good job of tracking these disturbing global trends.

“The entire economy built around food is unsafe and unethical,” activist Henry Harris of the Food Security Roundtable told me. The group builds distribution systems between independent farmers and city residents.

“Food is the greatest place for communities to start taking back power,” he said. “The national food system is collapsing by degrees. More than 50 percent of what we eat comes from the Central Valley of California. What happens when gasoline becomes $5 a gallon or drought sweeps across the cropland? The monolithic system of food production is highly unstable. It has to be replaced very soon with small, diverse sources that provide greater food security.”

Cornell University recently did a study to determine whether New York state could feed itself. The research is described in two articles published in 2006 and 2008 by the journal Renewable Agriculture and Food Systems. If all agricultural land were in use, and food distribution were optimized to minimize the total distance that food travels, New York state could, the researchers found, have 34 percent of its food needs met from within its boundaries. This is not encouraging news to those who live in New York City. New York once relied on New Jersey, still known as the Garden State, instead of having food shipped from across the country. But New Jersey farms have largely given way to soulless housing developments. Farming communities upstate, their downtowns boarded up and desolate, have been gutted by industrial farming.

The ties most Americans had to rural communities during the Great Depression kept many alive. A barter economy replaced the formal economy. Families could grow food or had relatives to feed them. But in a world where we do not know where our food comes from, or how to produce it, we have become vulnerable. And many will be forced, as food prices continue to rise, to shift to a diet of cheap, fatty, mass-produced foods, already a staple of the nation’s poor. Junk food, a major factor in obesity, diabetes and heart disease, is often the only food those in the inner city can buy because supermarkets and nutritious food are geographically and financially beyond reach. As the economy continues to deteriorate, the middle class will soon join them.

“It is clear to anyone who looks carefully at any crowd that we are wasting our bodies exactly as we are wasting our land,” Wendell Berry observed in “The Unsettling of America.” “Our bodies are fat, weak, joyless, sickly, ugly, the virtual prey of the manufacturers of medicine and cosmetics. Our bodies have become marginal; they are growing useless like our ‘marginal land’ because we have less and less use for them.

After the games and idle flourishes of modern youth, we use them only as shipping cartons to transport our brains and our few employable muscles back and forth to work.” Berry, who lives on a farm in Kentucky where his family has farmed for generations, argues that local farming is fundamental to sustaining communities. Industrial farming, he says, has estranged us from the land. It has rendered us powerless to provide for ourselves. It has left us complicit in the corporate destruction of the ecosystem. Its moral cost, Berry argues, has been as devastating as its physical cost.

“The people will eat what the corporations decide for them to eat,” writes Berry. “They will be detached and remote from the sources of their life, joined to them only by corporate tolerance. They will have become consumers purely—consumptive machines—which is to say, the slaves of producers. What … model farms very powerfully suggest, then, is that the concept of total control may be impossible to confine within the boundaries of the specialist enterprise—that it is impossible to mechanize production without mechanizing consumption, impossible to make machines of soil, plants, and animals without making machines also of people.”

The nascent effort by communities to reclaim local food production is the first step toward reclaiming lives severed and fragmented by corporate culture. It is more than a return to local food production. It is a return to community. It brings us back to the values that sustain community. It is a return to the recognition of the fragility, interconnectedness and sacredness of all living systems and our dependence on each other. It turns back to an ethic that can save us.

“[The commercial] revolution … , ” writes Berry, “did not stop with the subjugation of the Indians, but went on to impose substantially the same catastrophe upon the small farms and the farm communities, upon the shops of small local tradesmen of all sorts, upon the workshops of independent craftsmen, and upon the households of citizens. It is a revolution that is still going on. The economy is still substantially that of the fur trade, still based on the same general kinds of commercial items: technology, weapons, ornaments, novelties, and drugs. The one great difference is that by now the revolution has deprived the mass of consumers of any independent access to the staples of life: clothing, shelter, food, even water. Air remains the only necessity that the average user can still get for himself, and the revolution has imposed a heavy tax on that by way of pollution. Commercial conquest is far more thorough and final than military defeat.

“The inevitable result of such an economy,” Berry adds, “is that no farm or any other usable property can safely be regarded by anyone as a home, no home is ultimately worthy of our loyalty, nothing is ultimately worth doing, and no place or task or person is worth a lifetime’s devotion. ‘Waste,’ in such an economy, must eventually include several categories of humans—the unborn, the old, ‘disinvested’ farmers, the unemployed, the ‘unemployable.’ Indeed, once our homeland, our source, is regarded as a resource, we are all sliding downward toward the ash heap or the dump.”

Oh... you are going to like this personal observation of food that is not growing in California. Not growing you say? Yup!! At the bottom of the article, Clint is going to be my second witness as to why you had better store up on some provisions, and do it pronto. What you are about to read, will be in a journey style version of being with Clint as he made his trip from Utah down into the vast crop growing area of California. Imagine yourself, sitting in the passenger seat and seeing with your own two eyes what Clint is going to relate to you. What is here now!! And what you had best do if you want to survive what is looking you right in the face.

I've driven the almost 400 mile stretch of Interstate 5 from L.A. to Sacramento dozens of times. Quite honestly, it's as boring as it gets. with only the usual gas stations, mini-marts, fast-food, home-cookin' restaurants, and strangely a newer batch of Starbuck's Coffee shops sprouting up everywhere. In between... farms, orchards, cattle, and dirt.

On July 15th, as I began my trip to Utah, I came off the Grapevine decline and hit the flat 250 or so mile stretch of interstate which begins the farming belt in the valley. Almost immediately I noticed what I had only heard about on the radio and in the papers. Where once there were vast fields of green, now there where empty, barely recognizable rows of unplanted dirt and growing weeds. Only sporadically at first, but once I passed Bakersfield and for about a 200 mile stretch, I could not believe my eyes. Field after field laid fallow. And not really fallow, but unattended as if it was not going to be planted in the near future either.

Signs were staked in the ground on almost every patch of barren farmland. The most common one, which was yellow and obviously a group effort to wake up the sleeping travelers of their future plight, read:

"CONGRESS CREATED DUST BOWL"

Others, which looked more homemade were posted on non-operational farm equipment parked as close to the
freeway as possible, stated things like:

"FOOD ONLY GROWS WHERE WATER FLOWS" -and-

"NO WATER = NO JOBS = NO FUTURE"

At one point, after 150 miles or so of seeing this horror, I broke down in tears and had to pull over to the side of the road. I saw the aqueduct, which followed Interstate 5 most of the way, and large fields of dead trees which were planted just a few feet from the flowing cement river. I imagined how those trees would feel, imprisoned in the dying dirt by their own roots, if they could indeed comprehend that their source of life was just a stones throw away.

It was like some horrific story-book come to life; science fiction in real time. I was thinking of the farmers and their families and wondering what would become of them and their land. I was thinking about the consequences of hundreds of miles of food no longer being grown, and adding together the other states like Campo, Colorado which have the same situation... only planting 60% of their crops this year.

This deadness went on until the brink of civilization once again began to show. When I approached the Stockton/Modesto highway interchange area the carnage seemed to stop, and the fields appeared to be healthy and bountiful. I can only guess that this is because more people drive on that stretch of the freeway, and so the powers that be are trying to keep up appearances. No other explaination came to mind.

To the readers of this, I can only say that living in the city has literally blinded me to the truth, even though I knew it was happening. I wonder how many other things I ignore? Many economists and trends predictors have called for food shortages and food riots in the fall, and with what I saw last week, I have new reason to believe them.

But then, that's the real problem isn't it? Belief...

If you believe that the food will continue to flow (magically appearing on store shelves in a grocery store near you) and just dismiss the very real claims of shortages worldwide, including a severe wheat shortage in this country due to a harmful fungus, then I might boldly say that you
deserve whatever fate befalls you.

I challenge you all to take a drive up the 5 and see this for yourself. Please! Don't let this go unseen. If you are camera or video savy, I think it would be a really great photo exibit or website showing the true nature of our common problem. And you better believe, as you take your daily shower, flush your toilet, and water your fertilized-..non- edible grassy yards, that this is indeed a Congress created crisis. So please tell as many people about it as possible.

Lastly, if you haven't already... buy storable food! Go to the dollar store and buy rice and beans. Buy pasta, canned and jar foods, or anything with a shelf-life of more than 6 months.

What's the worse that can happen? You'll have food for 6 months.

What's the best that can happen? You'll have food for 6 months.

If you believe that the food will continue to flow (magically appearing on store shelves in a grocery store near you) and just dismiss the very real claims of shortages worldwide, including a severe wheat shortage in this country due to a harmfull fungus, then I might boldy say that you deserve whatever fate befalls you.

I challenge you all to take a drive up the 5 and see this for yourself. Please! Don't let this go unseen. If you are camera or video savy, I think it would be a really great photo exibit or website showing the true nature of our common problem. And you better believe, as you take your daily shower, flush your toilet, and water your fertilized-non- edible grassy yards, that this is indeed a Congress created crisis. So please tell as many people about it as possible.

Lastly, if you haven't already... buy storable food! Go to the dollar store and buy rice and beans. Buy pasta, caned and jarred foods, or anything with a shelf-life of more than 6 months.

FRESNO: After 50 yrs of secretly replacing the water system by a group not authorized or licensed, the entire city is now setting on top of haphazardly-..clamped sewer and water lines.

City stripped / pillaged of quality items, which according to the ringleader, will be used when development commences where the water is being re-directed - beyond Friant / Millerton / Madera. Casinos, dams, housing, golf courses.

ID theft, real estate fraud, unsolved murders accompany this operation - this is how the "path is cleared."

The father of a local FBI agent said that something catastrophic is going to take place, leaving countless people dead. He (L.O.G.) said his daughter (FBI agent, S.C.) is in charge of high-tech monitoring of residents, which allows the pillaging and killing to continue without being caught.

With a city that has been left a shambles, massive health, environmental, building and safety code violations in addition to the real estate theft being covered up, the ground work for a Katrina-like disaster appears to be in place. Not only would that cover up the evidence of how water rules/..regulations were bypassed, imagine the di$a$ter relief fund$ and in$urance claim$ that would benefit those behind this.

The focus on a possible Katrina-like disaster is not new. Freeway 41 was built in 1982 to double as a water channel should Friant Dam ever flood. Fwy 41 goes north and south, beginning at Millerton/..Friant - headed straight into Downtown Fresno's multi-million dollar buildings that are setting on top of more evidence.

There are many articles pertaining to the possibility of a Katrina-like disaster. Isn't that how it works - expose (create) a problem that our officials pretend to try to fix/avoid, so after it happens they can appear as victims too. Schwarzenegger continues requesting more and more money for repairs to our water infrastructure - what about the trillions that went into WEAKENING our water infrastructure in order to create this "water shortage." He refuses to address the situation. Local officials commit perjury, issue death threats and sexual harassment in an effort to prevent this information from being exposed.

Seems to me that with our government offices shutting down and services being cut off to the public, the central valley is being set up for annihilation.

The U.S. Coast Guard and a few individual boaters pulled 27 people out of the ocean off south Florida May 13. Ten of them were dead after fleeing mass hunger and misery in Haiti. The sailing vessel they were on had sunk around 2 a.m. and the survivors had to tread water for 10 hours until their rescue. (Boston Globe, May 14)

“The boat was obviously overloaded,’’ Coast Guard Captain James Fitton told the Boston Globe. “It’s a tragedy that someone would be so callous with human life.’’

But the real callous operator in this tragedy is the U.S. government.

There are 30,000 Haitians under deportation orders in the United States. As soon as the U.S. can sort out the details, it intends to send them back.

However, Secretary of Homeland Security Janet Napolitano could use an execute order to grant them the immigration status called temporary protected status (TPS). A whole host of U.S. organizations, newspapers and local governments—such as the NAACP, the Washington Post, the New York City Council, the Miami-Dade Board of County Commissioners—all support TPS. This status has in the past been granted to residents of El Salvador, Nicaragua, Somalia and Liberia, but never to Haitians.

Conditions in Haiti are so horrendous that they obviously justify TPS. More than 80 percent of Haitians live on less than $2 a day and 50 percent live on less than $1 a day. The Famine Early Warning Systems Network of the United Nations estimated the size of the “food-insecure population” in Haiti as 2.4 million in April. This is an improvement over February, but it still means one out of four Haitians never get enough to eat, are seriously hungry all the time. Children are stunted. Adults are prone to get sick and have trouble working.

The worldwide financial crisis is squeezing Haiti, which lives on remittances. The $1.65 billion received from Haitians abroad in 2008 was more than a quarter of the country’s annual income. But as Haitians living abroad lose income, what they can send home is going to shrink. Sending back home 30,000 Haitians now living in the U.S. will mean an additional big drop.

Haiti still hasn’t recovered from the four hurricanes—Ike, Hanna, Gustav and Faye—that hit in 2008, causing over $1 billion in damage and taking nearly 800 lives. Millions of tons of mud still clog the streets of Gonaïves in the north. Less than 2 percent of the terracing work designed to protect the city against mud slides from another hurricane has been done.

Thirty years ago Haiti supplied nearly all its own food, including rice and sugar. But in 1986, when it went to the International Monetary Fund for emergency money after the regime of Jean-Claude Duvalier collapsed under mass pressure and a U.S. plane flew him to the French Riviera, the IMF insisted Haiti open its markets to foreign rice.

IMF spokespeople piously and cynically explain that Haiti didn’t have to agree. It could have forgone the loans. The IMF fails to mention that this would have led to a complete collapse of the Haitian economy.

Since the late 1980s, through a cycle of coups, economic pressure and enticements, along with free food from time to time amply distributed by all sorts of NGOs, the market for food produced in Haiti has been destroyed.

Now, according to Avi Lewis, a producer for Al Jazeera’s “Inside the USA,” nearly all the food sold in Haiti is imported and Haiti is the third-largest market for U.S. rice. Rice is the most subsidized U.S. food. Beyond this, more than 50 percent of the cost of all the rice the U.S. donates to Haiti goes directly to U.S. producers, processors and transporters. By law, the U.S. is forbidden to buy food outside the country that it is “donating” for relief. So the cheaper solution—just buying the rice in Haiti, giving farmers there an income and saving transportation costs—was outlawed.

While hunger and misery, along with U.N. occupation forces, roam the streets of Haiti’s cities, the people have become more politically conscious. In recent partial Senate elections in which Fanmi Lavalas, the party of former President Jean-Bertrand Aristide, was arbitrarily kept off the ballot, only 1 to 3 percent of the people voted. (Haiti-Liberté, April 22-28) The democratically elected Aristide, who had strong popular support, was kidnapped by the U.S. in 2004 and flown out of the country. He has been living in exile.

Berthony Dupont, director of Haïtí-Liberté, points out: “It is with much dynamism and courage that the people not only resisted the Duvaliers’ dictatorship but equally grew politically. Today they know their class enemies as a result of a profound maturing of people’s consciousness confronting the anti-people practices of the owning class and its international allies.”
